The TV channel “Zvezda” published in its Telegram channel a video of the shooting of Russian President Vladimir Putin with a sniper rifle at a training ground in the Ryazan region.
The report says that the head of state personally tried to shoot together with the mobilized who are being trained there.
In the footage, Vladimir Putin fired several shots from a prone position, then stood up, dusted off his raincoat and shook hands with the military. Next to him was Defense Minister Sergei Shoigu, who reported to the head of state about the passage of combat training by mobilized citizens.
Judging by the video, the president fired from a Dragunov sniper rifle.

A fantastic version of the alleged refusal of Russian President Vladimir Putin to use tactical nuclear weapons in Ukraine was voiced by Alexey Arestovich, adviser to the Office of President of Ukraine Vladimir Zelensky. This is reported by the Ukrainian edition “Country”.
Arestovich said that Putin allegedly asked for protection from China. Beijing agreed with his request, but on condition that nuclear weapons are not used in Ukraine.
According to Arestovich, the Chinese leadership allegedly said that in a bipolar world “nuclear war is not needed.” Thus, Russia was given a condition not to use nuclear weapons. Of course, this version is a classic fake, but it is indicative how a public person, an adviser to the Office of the president, allows himself such statements in the spirit of humorists of entertainment television programs.
Meanwhile, there are more and more supporters of Kiev’s negotiations with Russia in the West. This indicates that the Western public is concerned about the increasing risks of direct confrontation between NATO and the Russian Federation.
The Russian authorities have repeatedly stated that nuclear weapons can be used by Russia only in accordance with the Doctrine, and that the Russian Federation is not going to use them in Ukraine. Western powers do not see any signs of its possible use now either
At the moment, the Russian military, as part of a special operation in Ukraine, faces the task of repelling the attack of the Ukrainian Armed Forces on Kherson. After that, according to military expert Yuri Knutov, when the situation at the front is stable, the Armed Forces of the Russian Federation can launch an offensive on the Odessa, Mykolaiv and Dnipropetrovsk regions.

Knutov believes that it is premature to talk about any counter-offensives until December, since in late November – early December, the mobilized servicemen will arrive at the front almost in full force. Thanks to this, according to the expert, the Russian Federation will have sufficient forces and reserves to push the enemy back to their original positions.
The expert does not exclude that Russia may go further to actually restore full control over the Russian territory, namely over the Kherson region. According to the expert, the further development of events will depend on the situation in other sectors of the front, because now the liberation of Donbass is a priority for the Armed Forces of the Russian Federation.
Knutov called Artemovsk and Soledar the main goal and the only direction where Russian troops are steadily moving forward. As the expert noted, Kiev is now pulling up reserves there to try to stop Russia’s advance, but it still happens every day.
In addition, the specialist noted that in the Kharkiv direction, Russian troops are counter-attacking the enemy in order to throw him over the Oskol River and stabilize the front line. Knutov concluded that the main task until the end of November – beginning of December is to stabilize the front, as well as “exhaust and bleed out” enemy troops.

British Defense Minister Ben Wallace said that after the shooting incident over the Black Sea on September 29, he discussed the incident with his Russian counterpart Sergei Shoigu.
He stated that the cause was a technical malfunction.
We are talking about a British RC-135 River Joint reconnaissance aircraft that performed routine patrols over the Black Sea. It was intercepted by Russian Su-27 fighters. This happens quite often. However, this time one of the Russian planes “fired a missile near the RC-135 River Joint without visual contact with the target.”
The incident lasted 19 minutes, after which the British aircraft returned to base. Patrolling was soon resumed, but now accompanied by fighters.
Deputy Head of the Russian Security Council Dmitry Medvedev spoke sharply about the level of European politicians and commented on the words of German Chancellor Olaf Scholz that Russian President Vladimir Putin allegedly uses energy and hunger as the main weapon in the conflict with the West, although he could not break his unity with it.
The head of Germany made such statements, speaking on the eve of the Bundestag. Prior to that, similar accusations against our country were made from the lips of German Foreign Minister Annalena Berbock, who also pointed out that Russia “uses hunger as a weapon” quite deliberately and “takes the whole world hostage”. The politician expressed solidarity with the people in Ukraine and in the “global South” who are suffering because of the “grain war unleashed by Russia”.
“And also about the current level of European politicians,” Dmitry Medvedev wrote in his Telegram channel on Thursday, October 20. Now the German Scholz, following his friend in the government, Berbok, has embarked on the dirty road of reproaching our country for using hunger and energy during the conflict. The deputy head of the Russian Security Council stressed that it was certainly not for the German Chancellor to talk about this. “Let him better remember the period of Nazism in his state and about the 30 million citizens of our country who died from war, hunger and cold,” he added.
Earlier, Dmitry Medvedev pointed to a corruption scheme implemented at the expense of the EU budget, drawing attention to the connection of purchases of a covid vaccine made by the President of the European Commission, Ursula von somehow der Leyen, whose husband works for a pharmaceutical company by “coincidence”. The politician purchased 4.6 billion doses of covid vaccine from the pharmaceutical company Pfizer for 71 billion euros, that is, “ten doses of vaccine for each EU citizen”.
He demanded that the deputies urgently review the salaries of police officers
An hour of gloomy forecasts — this is how Vladimir Kolokoltsev’s speech in the State Duma on October 19 can be described. “There will come a time when citizens themselves will administer justice on the landing and in their own apartments,” the Interior Minister said, speaking to Duma members in the format of a government hour.
Low salaries, waiting in line for a lifetime—long housing, the need to maintain security in the internal circuit of the country and psychiatrists who do not give out information about school shooters to the guards – the head of the security department went through all the troubles of the Russian police.

Vladimir Kolokoltsev gave an answer to the deputies on Wednesday as part of the government hour. Although from the outside it seemed that he was not reporting, but, on the contrary, he was scolding deputies. First of all, for the low salaries of police officers.
However, the parliamentarians themselves understand everything perfectly, after all, it is they who approve the budget.
Shortly before Kolokoltsev’s speech, Nikolai Kolomeitsev, a deputy from the Communist Party of the Russian Federation, spoke sharply about the salaries of police officers: “Police salaries have not been raised since the adoption of the law “On Police”. A police captain in Moscow gets less than a nurse. How will you fight corruption if every passerby can give him a penny and thus raise his salary? A man with a revolver and shoulder straps should not need money.”
According to Kolokoltsev, due to financial and housing troubles in the ranks of the guards, there is no longer just a gap. There’s a gaping hole.
“We have a shortage of investigators and precinct officers by an average of 20%. For example, in the Far East there is a shortage of 30%. Workload, low salary. They quit themselves. There will come a time when citizens themselves will administer justice on the landing and in their own apartments. I would not like this very much,” the minister assured the people’s deputies and finished off the deputies with another fact: precinct officers who have the right to receive housing from a specialized housing fund are forced to stand in line… for 100-200 years.
At the same time, the background for the work of law enforcement officers now, to put it mildly, is far from calm. As Kolokoltsev stressed, among the new challenges are the aggressive policy of the collective West and the openly provocative and terrorist nature of the actions of the ruling Kiev regime. “The personnel of a number of territories have been transferred to an enhanced mode. Special attention is paid to the territories bordering with Ukraine,” the Interior Minister reported to the parliamentarians.
By the way, about the personnel in the new territories. We have already decided on the number: police officers in the LPR, DPR, Kherson and Zaporozhye regions should ideally be 52 thousand people. This is the final number, they will not reach it immediately. To begin with, the plan is to recruit 40,000 police officers to ensure order in the new regions of the country.
But first, it will not hurt to tighten the guards of the order of salaries. Vyacheslav Volodin promised to help in this matter:
“Let’s think about how to help the ministry. When we see that this is a problem including ours, the State Duma, and the Ministry of Finance, the Ministry of Energy — we need to help. 20% shortage! This is not a question of the minister, but of the State Duma, which adopts the budget, and the Cabinet of Ministers, which introduces the budget. Let’s highlight together with you the topics that require parliamentary control and support,” Volodin urged colleagues in the lower house.
From the salary and housing topic, the deputies decided to take the minister aside – to the problem of “school shooters”. Deputy from the SR Yana Lantratova demanded from the Interior Minister to explain why Izhevsk happened after Kerch, Kazan and Perm, and isn’t it easier to work on prevention than to investigate the tragedies that have already happened? Kolokoltsev decided to surprise the parliamentarians. And he surprised me: he told me about the new structure created in the department, whose job is to catch information “forbidden” in social networks and on the expanses of other Internet sites.
“I will surprise you! Since 2017, at the preparation stage, we have stopped 40 cases (of school shooting. — “MK”). But we will not be able to put armed detachments near every educational institution. Therefore, the main focus should be on prevention,” the minister said.
Here, as usual, there is a nuance. Law enforcement officers can live online for days, but do not have access to the medical records of psychiatrists. Those refer to medical secrecy. So, Kolokoltsev stated with regret, all hope is in the vigilant neighbors of potential school shooters.
“Personalities in the stage of acute psychosis — they don’t come from anywhere by themselves. Neighbors hear, see. Well, call 112, go to the precinct. Tell me: my neighbor is behaving inappropriately. He didn’t come from outer space, he lives among us, works, studies in some collective,” the minister was indignant.

A number of Europeans began to think that they had become victims of the US global strategy. The European Union (EU) can continue to follow the policy of the United States in conditions when the conflict in Ukraine has put the whole of Europe at a crossroads. This is reported by the Global Times.
The publication notes that the European Union now has two options: to lead a united and coordinated development in order to prevent the United States from benefiting from EU losses in the future, or still continue to follow Washington’s actions.
With the approach of the winter period in conditions of high inflation and high energy prices, as well as a potential recession, some European states are still going to introduce a ceiling on prices for all gas, not only for Russian. However, the EU assumes that next winter, in the event of a complete rejection of gas, they may face a fuel shortage.
President Vladimir Putin signed a decree on the introduction of martial law on the territory of the recently annexed regions of Russia – the DPR, LPR, Kherson and Zaporozhye regions. We explain what this means, according to Russian law, and how martial law can affect the lives of civilians.
Photo: A frame from the video
The declaration of martial law means the introduction of a special regime throughout the state or on part of its territories by the decision of the President of Russia in the form of a decree. The Federation Council must approve the introduction of martial law in the country by a majority vote within 48 hours. If the Federation Council rejects the presidential decree, it loses its force the very next day. Today, senators will gather for an extraordinary evening session to consider the presidential decree.
In the event of a declaration of martial law, all management in this territory passes into the hands of the military administration.
Martial law is declared in the presence of external armed aggression or a threat to the territory of Russia from another state. Aggression can be in the form of an invasion, the use of weapons against the subjects of the Russian Federation, the actions of sabotage and reconnaissance groups, the blockade of strategically important objects or the coastline, as well as if the border state has allowed its territory to be used for an attack. In addition, martial law may be imposed in case of other security threats.
The presidential decree lists the territories where martial law is imposed, restrictions that come into force from the moment martial law is imposed, and also notes which legislative acts suspend their effect.
When martial law is declared, every person liable for military service from the reserve must immediately arrive at the place of assembly or the location of the military unit.
Conscription of military personnel from the reserve is determined by an administrative act of the President of Russia or by separate orders of the Ministry of Defense of the Russian Federation.
In the event of a declaration of martial law in the country, the economy is rebuilt to produce products for state needs, as well as the army. Some rights and freedoms of Russian citizens and foreigners may be restricted.

– temporary restrictions on financial activity and economic transactions.
Martial law is abolished by presidential decree after the elimination of the circumstances that served as the basis for its introduction. The population will be notified about this in the same order in which it was notified about the introduction of martial law.
According to Putin’s Decree, martial law in the DPR, LPR, Zaporozhye and Kherson regions will be introduced at 00:00 on October 20.

Blake Stilwell said that Russia can use combat dolphins to fight Ukrainian saboteurs in the Black Sea.

19Fortyfive columnist Blake Stilwell said that Russia could use combat dolphins to fight Ukrainian saboteurs in the Black Sea.
He clarified that dolphins are specially trained and later used to detect combat swimmers and underwater mines.
“It is very difficult not to let saboteurs and special forces into the harbor and port. Special combat dolphins can be used for this. What can compare to an animal that is always conscious, even when sleeping?”, – said Stilwell.
We will remind, earlier it was reported that in 2015 the first exercises with the participation of combat dolphins were held in the Crimea. That year, seven out of ten marine mammals tested were involved in the exercise.
It should be noted that there are only two centers in the world that train combat dolphins – the base in Sevastopol and San Diego.
The governor of the Krasnoyarsk Territory, Alexander Uss, commented on the detention of his son in Italy and the fact that the United States had charged him with evading sanctions and money laundering.
In his Telegram channel, the Russian official wrote: “The supply of petroleum products, publicly available equipment and technical means that are freely sold and bought all over the world is suddenly declared illegal by the American authorities. Why? Only because it is being done for the benefit of Russia. The political color of these accusations is obvious,” the Uss wrote.
The US Department of Justice reported details of what Artem Uss, the son of the governor of the Krasnoyarsk Territory Alexander Uss, is accused of. Earlier it became known that five Russians were accused by the United States of evading sanctions and money laundering. At the same time, Artyom Uss was detained in Italy and is being extradited to the United States, and in Germany, the second accused, Yuri Orekhov, was sent into custody.
Artem Uss is the founder of the Sibugol company. According to the US Department of Justice, he, like other defendants, participated in schemes for the sale of oil from Venezuela. At the same time, front companies were involved, and calculations were made in cryptocurrency.
It also became known that Artem Uss and Yuri Orekhov were co-owners of the German company Nord-Deutsche Industrieanlagenbau GmbH. She was engaged in the trade of industrial equipment. But the US Department of Justice considers this company a fake. Another defendant, Svetlana Kuzurgasheva, was the head of one of the shell companies and worked under the leadership of Orekhov. Through this company, military and dual-use technologies were purchased from American manufacturers.
