According to tradition, the conference was opened by Russian Defense Minister Sergei Shoigu. He set the tone for the problems discussed. As a priority, he called a new trend-the formation of global coalitions, the division of the world into “friends” and “strangers”. Another recent trend, Shoigu noted — is aggressive economic pressure as a means of forcing changes in the policies of sovereign states.
Taking into account the composition of the conference participants, Shoigu paid special attention to the situation in the Asia-Pacific region. “As in Europe, advanced high-readiness groups are being created here, carrier strike groups are being deployed. In addition to the states of the region, ships of the Alliance countries are increasingly involved in naval exercises, which increases the risk of incidents during military activities,” the minister said.
At the same time, according to him, the situation in the Asia-Pacific region is aggravated by the presence of territorial disputes, as well as US plans to deploy missile defense systems in this region, coupled with strike means, as well as medium-and shorter-range missiles.
Among Russia’s strategic partners, Shoigu named China, India, Vietnam, Laos, Myanmar, and Mongolia. According to him, the dialogue with Indonesia, the Philippines, and Brunei has expanded. Shoigu also assessed the situation in Afghanistan after the withdrawal of most of the American troops from there. Among the key problems of international security, Shoigu called the strengthening of the terrorist threat in Africa, including in Mali, the Central African Republic, and Mozambique. According to him, Russia is ready for mutually beneficial cooperation with the countries of the Black continent, as well as with most countries of Latin America.
As for the situation in Europe, according to Shoigu, ” the trend towards strengthening military confrontation has been steadily consolidated on the continent.” NATO is increasing the number of high-readiness groups, working out routes for the rapid transfer of troops to the borders of Russia and Belarus.
The alliance is turning from a regional into a global military-political alliance, the main task of which is to contain Russia and China, Shoigu concluded. The military confrontation in Europe over NATO policies is “fixed for a year,” he said.
Shoigu criticized the military activity of NATO near the Russian borders, which, among other things, provokes the Kiev authorities to solve the problem of Donbass by force.

Shoigu also outlined new topics for discussion that have emerged as a result of military-technical progress: hypersound, digitalization and robotization. “As part of the armed forces of a number of countries, space and cyber commands are being created, the main task of which is not defense, but planning and conducting offensive operations in the relevant areas,” Shoigu drew attention.
He finished his speech quite kindly, recalling the outstanding musician and humanist Mstislav Rostropovich, who once told Shoigu that he knew how to stop the war.

What worries the Russian General Staff? First of all, the promotion of the NATO infrastructure to the borders of Russia, the deployment of advanced formations on the territory of the new members of the alliance.
