Russian political scientist, State Duma deputy Sergei Markov wrote in his telegram channel what changes the partial mobilization announced by Russian President Vladimir Putin will lead to in the theater of operations.

“So, the Russian army will receive on average about 2 thousand volunteers from the region – 300 thousand mobilized,” the expert noted.

He also noted that a certain number of volunteers will go to the troops in the special operation zone from among foreigners who will receive Russian citizenship after a year of service.

“Some number of volunteers from among the prisoners,” Markov suggested.

He added that in this way the Russian army can receive from 500 to 600 thousand people.

“This means that at the front it will increase by 3 times,” the analyst explained, noting that in this way the Russian army will be one and a half times larger than the Ukrainian one.

“This will allow the Russian army to quickly conduct an offensive,” Markov wrote, adding that this will lead to a faster completion of the special operation.

The press secretary of the President of Russia Dmitry Peskov denied reports about the refusal of the son of Nikolai Choules to appear at the military enlistment office.

As the Telegram channel “Rise” reports, a fragment of a conversation was previously published in which journalists introduced themselves to Nikolai by the staff of the military enlistment office, informing him of the need to appear by 10 am. To this, Nikolai Choles allegedly replied that he would solve the issue in a “different way”.

Peskov noted that a significant part of this conversation was cut out.

“First ask them to lay out the whole conversation,” said the head of the Kremlin press service.

The press secretary of the President of the Russian Federation added that he has no doubts about the only right choice of his son.

The State Duma of the Russian Federation on Monday, September 20, introduced into the Criminal Code such concepts as “mobilization”, “martial law” and “wartime”. According to the MK expert, lawyer and human rights activist Dmitry Agranovsky, thereby the deputies only filled a gap in the law and this does not mean that mobilization will begin after the amendments are made. Nevertheless, we have reviewed its mechanism in accordance with Russian legislation.

“Mobilization in the Russian Federation is regulated by the laws “On Defense”, “On mobilization training and mobilization in the Russian Federation”, “On martial law”.

In the event of an announcement of mobilization, theoretically, citizens staying in reserve who do not have the right to delay can be called upon.

These are men under the age of 18 to 50 years old who have a military ID and are in category A (fit), B (fit with minor restrictions) and B (limited fit).

Reservists in the rank up to lieutenant colonel are distributed in three categories depending on age. Again, theoretically, the youngest groups can mobilize first.

– What is partial mobilization? Each military enlistment office has its own mobilization reserve. During the special military operation, red pieces of paper came to the former servicemen, in which the mobilization reserve was written. They thought: “Well, that’s it, the mobilization has begun.” No, such papers always came. According to them, the citizen was simply notified that he was enrolled in the mobilization reserve.

Each military commissariat, depending on the region and the number of inhabitants, created a mobilization reserve in case of a declaration of martial law, war or wartime. This mobilization reserve included both conscripted servicemen who had already served within the time limit established by law, as well as contract servicemen and officers. They are subject to conscription in case of partial mobilization.

And in the case of the announcement of general mobilization, everyone is subject to conscription.

– A citizen who is subject to mobilization must undergo a medical examination, which we call a military medical commission, for fitness for military service. For each category of citizens, we have a separate criterion for mobilization. In general, citizens under 50 years of age are subject to mobilization, and for conscripts, contract soldiers, sergeants, officers — their own specific age. 

It is very difficult to say anything specifically about mobilization, because the law itself is quite crude. And, probably, it will be based more on the Presidential Decree, if such is adopted.

During the plenary session, Volodin said that European politicians are making threats against Russia, continuing to supply Ukraine has weapons and mercenaries.

The activist of the Nikolaev underground told RIA Novosti that at the moment the hospitals of Nikolaev are filled with wounded Ukrainian soldiers near Kherson.

According to him, wounded soldiers are being taken to other cities, as there are not enough places in the hospital of Nikolaev.

“I told you that the Russians have seriously strengthened near Kherson. There are a lot of two-hundredths of the APU, an incredible number of wounded. All hospitals located in Nikolaev are filled, now they are being taken to other cities. They throw it like meat,” the underground worker said.

He clarified that some of the mobilized Ukrainian military, who are on the front line, are discussing the topic of voluntary surrender. At the same time, some have already given up.

“This fighter said that his colleague was wounded and he was in the hospital. The soldiers forbade the doctors to register his wound as a combat one. This is done in order to hide the real state of the victims,” the activist added.
