A bill proposing amendments to the laws “On mobilization training and mobilization” and “On military duty and military service” has been submitted to the State Duma.
According to the explanatory note, the draft law proposes to grant Russians with three or more children the right to enroll in the mobilization human reserve, if they want to. According to the current legislation, these citizens are subject to unconditional exemption from conscription for military training, regardless of whether they have such a desire. Also, this category of citizens cannot conclude contracts on staying in the reserve.
“Although, as practice shows, many would like to do it,” the note says.
At the same time, the document proposes to establish that a deferral from conscription for mobilization is granted to citizens who have four dependent children under the age of 16, except for those who are already in the mobilization reserve. And for citizens “who have changed the number of children during their stay in the reserve,” the law makes it possible to be excluded from the reserve ahead of time.
The bill was submitted to parliament by a group of deputies headed by the head of the Duma Defense Committee Andrei Kartapolov.
