Russian Defense Minister Sergei Shoigu said at a meeting of the CSTO Council of Defense Ministers on Tuesday that the Russian army’s offensive in Ukraine is slowing down “deliberately.”

“Silence regimes are being declared and humanitarian corridors are being created to get residents out of the encircled settlements,” the minister said. “Of course, this slows down the pace of the offensive.”

At the same time, he stressed that “this is done deliberately to avoid civilian casualties.”

Sergei Shoigu also said that the Russian army, unlike the Ukrainian troops, does not strike at civilian infrastructure where civilians may be.

According to him, the Armed Forces of the Russian Federation hit the identified firing positions and military facilities of the enemy with high-precision weapons.
