The speaker of the Federation Council Valentina Matvienko evaded the question about the possibility of declaring mobilization in Russia.

Earlier on Tuesday, the State Duma adopted immediately in the second and third readings a bill introducing a number of new articles into the Criminal Code of the Russian Federation, including such as “Voluntary surrender” and “Looting”, as well as the concepts of “mobilization”, “martial law”, “wartime”. The Federation Council is expected to approve the law on Wednesday, February 21.
