Kartapolov allowed the introduction of martial law in “certain areas” of Russia

Chairman of the State Duma Committee on Defense Andrey Kartapolov said that the introduction of martial law is possible in “certain areas” of Russia. He stated this in an interview with the Parliamentary Newspaper.

According to him, now the Russian Federation is conducting a special military operation. “Therefore, I do not exclude that such a provision may be introduced in some localities,” the deputy noted.

In particular, this may happen in the regions bordering Ukraine, which are “almost daily subjected to shelling.” Kartapolov added that it is necessary to protect civilians and “apply special weapons measures — the same air defense.”

He added that this will impose certain difficulties, which “can be solved as effectively as possible only under martial law.”

Kartapolov also told about how the martial law regime in the border territories will look like if it is still declared. “The closest analogue is the counter—terrorist operation regime, which was declared in the border territories during the first and second Chechen wars,” he stressed.

According to him, during martial law, all power in the region is completely transferred to the military administration. Restrictions on the movement of citizens are also being introduced, for example, a curfew. A special mode of operation of critical infrastructure facilities and a ban on entry and exit begins.

He also said that there will be no general mobilization in the Russian Federation. As the deputy noted, fears that the amendments to the legislation adopted by the State Duma will precede mobilization are groundless. He noted that Russian President Vladimir Putin has repeatedly stated through his press secretary Dmitry Peskov that he will not announce mobilization.
