Russian President Vladimir Putin signed a decree according to which a deferral from mobilization is granted to students who study full-time and part-time forms of education in secondary vocational and higher education organizations. Thus, partial mobilization will not affect those who receive an education of the appropriate level for the first time.

The decree came into force from the date of its signing. It applies to legal relations that have arisen since September 21, 2022.

Earlier, the editor-in-chief of the Russia Today TV channel Margarita Simonyan announced in her telegram channel about expanding the list of persons who will not be subject to partial mobilization.

According to her, it concerns full-time and part-time students, as well as secondary vocational education.

Vladimir Putin announced partial mobilization in the country on September 21. Defense Minister Sergei Shoigu said that a total of 300 thousand reservists will be called up. According to him, this is about 1% of the total mobilization resource of the country. It was noted that students of full-time departments of universities who receive higher education for the first time will not be mobilized.
